General Manager of Operations

Role Purpose 

The General Manager of Operations (GMO) is a key member of CQID’s senior leadership team and is accountable for leading, developing and driving the performance of the corporate services teams and functions as best practice partners to service delivery colleagues. 

The GMO ensures the long term sustainability of CQID and is accountable for systems, processes, policies relevant to non-service delivery related compliance, risk management, and business reputation and performance. The GMO’s functional portfolio includes finance, corporate operations, human resources and ICT. 

CQID operates in a fast-paced environment, so it is essential that the right applicant is hands on, approachable, flexible, ready to roll up their sleeves and learn all aspects of the business and be able to work towards implementing the new strategic priorities.

Reporting lines 

There will be a number of staff that will report to the GMO, including the Managers for Operations, Finance and HR. The number of direct reports will be determined by the organisation’s needs and the needs of the team to support service delivery to the local community.

Key Responsibilities and Duties

 • Provide strategic leadership, overall supervision and support to direct reports and work collaboratively and in partnership with relevant internal and external stakeholders to identify and implement best practice corporate policy and procedures and manage risk. 

• Develop, review and refine business plans, business systems, policy development, internal audit and integrated reporting framework to ensure compliance, efficiency and high quality support for service delivery colleagues

• Implement strategies, projects and processes to lead and support a culture of compliance and performance across the organisation including, planning, implementation, monitoring, reporting and evaluation processes;

 • Develop, review and refine risk management protocols, contract management, asset management and record keeping systems; 

• Undertake financial planning, budget development and control, audit, payroll and accounting systems and reporting in accordance with Australian Accounting Standards and legislation and management information best practice; 

• Lead strategies for human resourcing including workforce development and employer of choice capability 

• Identify and drive opportunities to further support the wellbeing and self-determination of Aboriginal and/or Torres Strait Islander people through improved or innovative service delivery. 

• Identify opportunities for funding and coordinate the development and preparation of submissions and applications to maximise income and new opportunities;

 • Continually improve the quality system, ensuring consistently high compliance throughout the organisation; 

• Lead ICT strategy, plans, systems and policy and negotiate and manage procurement, operational performance, and supplier contracts and performance;

• At all times work within CQID’s Workplace Health & Safety Policies and Procedures 

• Provide advice and support to the CEO and undertake any other responsibilities as directed by the CEO.

Qualifications and experience 

To be successful in this role you will need to demonstrate capability in the following areas: 

• Aboriginal or Torres Strait Islander Heritage and connection to community and culture (non-Indigenous candidates will be considered if there are no suitable Indigenous candidates) 

• You hold relevant tertiary qualifications and 8+ years successive relevant experience, or an equivalent combination of relevant skills, knowledge and experience leading corporate functions 

• Demonstrated awareness and understanding of complex challenges and key issues facing Aboriginal and Torres Strait Islander people and communities. 

• You have business acumen and understand how to effectively manage and coordinate multiple functions and the challenges involved. 

• Demonstrated understanding of all relevant legislative, regulatory and quality standards and reporting to relevant bodies

• Relevant specialist knowledge and significant experience in integrating corporate functions to ensure efficient and effective business operations; 

• Demonstrated experience and knowledge of executive leadership and the challenges involved in managing and coordinating an Indigenous organisation. • Demonstrated experience leading, coordinating and supporting staff to deliver in their roles. 

• You are able to exercise high quality professional judgement, ensuring decisions are made based on sound evidence and take personal responsibility for delivering quality outcomes while maintaining professional practice and behaviour in a challenging and complex environment; 

• Excellent influencer and communicator with high levels of analytical, negotiation, conflict resolution and relationship development capability and an excellent role model and representative for CQID 

• You understand the organisational goals and recognise how your role contributes to CQID’s objectives and strategic vision; 

• You are an effective senior leader and have a good sense of the qualities you bring to the team.
